The Housing Authority of the City of Pittsburgh (HACP) will be accepting pre-applications for the Kelly Hamilton Homes (phase four Addision Terrace) two (2) & three (3) bedroom waiting lists only. The pre-applications will be accepted online ONLY at www.hacp.org from:
- Monday, June 3, 2019, 8:00 a.m., through
- Sunday, June 16, 2019, 11:59 p.m.
Not all households will be eligible for a two (2) or three (3) bedroom unit, as the age, gender and relationships of household members affect the number of bedrooms for which a household is eligible. Eligibility restrictions of the Housing Choice Voucher (HCV) Program apply. Pre-applications can only be submitted online from any computer, laptop or smartphone with internet access. Applicants can apply any time during the time period listed above. All pre-applications successfully submitted that qualify for a two (2) or three (3) bedroom unit will be taken. Placement on the waiting lists will be determined by a random lottery system. Since ALL pre-applications that qualify for a two (2) or three (3) bedroom unit will be taken and placed on the waiting lists by a random lottery system, it does not make a difference if you are the first or last person to submit a pre-application. No pre-applications will be accepted before 8:00 a.m., Monday, June 3, 2019, or after 11:59 p.m. on Sunday, June 16, 2019.
Printed pre-applications will not be available at any of the HACP properties or offices.
Note: There is no fee to apply. DO NOT pay anyone and/or any website to apply for you.
If you do not have a computer or internet access, it is available at all Allegheny County public libraries and the HACP will provide limited computer/internet access at the following locations on the dates stated above: Monday, June 3, 2019 through Sunday, June 16, 2019.
- HACP Occupancy Office, 100 Ross St., 4th Floor, 15219 (Monday-Friday, 9-4)
- Bedford Hope Center, 2305 Bedford Ave., 15219 (Monday-Friday, 8-12 and 2-4)
- Development and Opportunities Center, 1205 Liverpool St., 15233 (Monday-Friday, 11-4)
- Homewood branch of the Carnegie Library, 7101 Hamilton Avenue
- Community Empowerment Association, 7120 Kelly St.

This event is for Project-Based Vouchers (PBV) for Kelly Hamilton Homes ONLY and is completely separate from the HACP Housing Choice Voucher (Section 8) and Low Income Public Housing Programs.
